Basically, you pay huge amount to elsevier to keep it open. But only your article in the journal. It will not make any change in the journal price (which is how most libraries access it). So double benefit for elsevier.
But the tactics is in that, many peple only check the first page where, you are led to believe that you are given to choice of keeping paper open.
They also says they have article transfer service to help the authors to find the right journal etc.
